Add Maintained By for non-desktop layouts

Why is this change being made?

So breakpoints below desktop (mobile essentially) also display the "Maintained by: ..." meta information. The first iteration was here !52613 (merged).

I also updated the "You are here: ..." to stylistically match as we work toward converging page metadata information. I assume they'll likely exist within the same physical location in the future (cc @mle) as opposed to being distinct elements within a page.
