Adds development specific backend engineer job family role

Why is this change being made?

When we duplicated the backend engineer role to development (!52863 (merged)) in order to allow for different departments to have their own roles, the link to the compensation stopped working.

This change is to fix the compensation calculator while we work out how to move forward in a model that has similar titles owned by different departments.
