Update Security Automation Responsibilities and Requirements

As focus is given to the enhancing and refining of the Security Automation program, the responsibilities and requirements defined for Security Automation in the GitLab Handbook, need to be updated to align with the current state of the program. The goal of this iteration is to establish a foundation of responsibilities and requirements that upon which and through additional iteration, will be updated as the program strategy for Security Automation is refined and implemented moving forward.
