Update Compliance Management maturity

Why is this change being made?

We've recently shifted focus to Audit Reports and some novel features to support that category and Compliance Management. As a result, we're behind schedule on this particular maturity date.

I believe the work in gitlab-org&2423 (closed) could feasibly be completed by 2020-11-22 based on the current work in progress and our plans for the next few milestones.
