Update Open Source Partners logos to link to project home pages

Why is this change being made?

These changes impact the newly created Open Source Partners page. Specifically, it adds new functionality to the projects' logo behavior.

I think that the expected behavior of clicking on a project's logo is to be taken to that project's homepage. Right now, the logo links to a blog post about the project's move to GitLab. Since not all projects had a blog post about their migration, some logos stay grey / un-clickable upon rollover.

If we merge this MR and have the logos link to the projects' homepages, then we should figure out where to add content like blog posts about migrations. For example, is there a way we can add another section at the bottom of the page with links to the blog posts?
