Removed JFrog Artifactory page from comparisons & redirect

Why is this change being made?

We created a new JFrog comparison page since its offering has expanded beyond Artifactory (https://about.gitlab.com/devops-tools/jfrog-vs-gitlab.html).

We need to remove the old artifactory page (https://about.gitlab.com/devops-tools/jfrog-artifactory-vs-gitlab.html) and redirect to the JFrog page (https://about.gitlab.com/devops-tools/jfrog-vs-gitlab.html) in order to maintain continuity and search ranking etc.
