Proposal: Adjust pay day for GitLab GmbH employees

Why is this change being made?

This MR contains two changes:

1. Minor: It changes the link to the payslip platform. When we switched to Cloudpay, we still received a DATEV account and the payslip was made available there.

2. Major: Adjusting the pay day for GmbH employees to the 25th.:

   • This adjusts it to be aligned with the Dutch entity
   • If you have one employee nervously checking their bank account at the end of the month to see if the Salary arrives on time, this is a massive waste of time and reduction in efficiency.
   • We have precedent. Over the last few years, we generally received our Salary way before the last day of the month, see comments in the MR.
   • If due to a National Holiday or banks being slow the Salary doesn't arrive by the last day of the month, employees can insist on a flat reparation fee of 40 EUR (German source).
