Contract Manager Job Family Updated

Hi Team! As GitLab continues to grow, each team is being asked to review Job Families for roles in its group. This is being done to ensure the roles are accurate and we can use these changes to review current and future new hires. @rschulman and I have gone through a first pass and updated the "Contract Manager" and "Sr. Contract Manager" description(s).
