Handbook typo, unordered list indents

Why is this change being made?

The unordered lists that are nested within the ordered list underneath the Hiring Timeline Steps section was not indented, so the ordered list kept starting over at 1 after each unordered list. It made it look like there were several ordered lists when really it is a single process.

Also, there was a small typo in the Internal Applicants introduction that I fixed.
