Remove Oswaldo from customers-app BE maintainer

Why is this change being made?

I'm happy I've been able to help maintaining https://gitlab.com/gitlab-com/customers-gitlab-com while the team grew. I've worked in customers.gitlab.com a while back and am currently helping GitLab.com to scale within the Scalability team, so my attention switched quite a bit over time.

With that, I'm deciding to let go of this role for now, but am positive that the team is ready to start moving trainees to a maintainer role.
