Updates release:release management backend reports_to

Why is this change being made?

When we made team changes, we missed that the people in the team had not had their reports_to: field entered correctly. The record for the interim role has the slug release-management-engineering-manager. This MR updates the backend team member's reports_to to reports_to: release-management-engineering-manager.
