WIP - additional clarification on Greenhouse vs BambooHR process for manager promotions

Why is this change being made?

Providing more clarification on when a promotion or other job transfers require using Greenhouse or BambooHR.

Problem: Confusion on if we require team members who are being promoted in their own job family to manager.

@emilyplotkin the question is do we make any one moving from an IC role to Manager even in same job family to apply via greenhouse.
Example - Sr. Backend engineer next career development step is to manager- they have been working with their leader on what it takes to be promoted. Once those requirements are met- can we just promote or do we have to open this up to any individual within GitLab.

My initial thoughts are if it is in their own job family and it is a net neutral position- we are not adding HC to the org then I do not see the need to open a req and the promotion can be done via Bamboo HR. If we are adding or creating a new manager role then it should go through the req and greenhouse process.

My WIP just clarifies that all new managers must go through Greenhouse - except for some exceptions based on re leveling of roles or correcting job role or title. Interested in legal's view of Interview for manager promo in current job family.
