Remove Deliverable label from general guidance

What does this change do?

This is the first step toward deprecating the Deliverable label. It removes references to the Deliverable label from the general guidance about product development flow, etc.

Why is this change being made?

See #7068 (closed) for details on why we are deprecating the Deliverable label.
