WIP: Initial implementation of jtbd-list

Why is this change being made?

Beckalippert has expanded the list of JTBD for the Static Group. This MR is focused on updating the existing Secure JTBD page and leveraging the new JTBD UI Component for the handbook.

Currently this MR attempts to replicate the existing table stucture. As we confirm JTBD, we will add them here.

The intent is to get the handbook updated to match the work our Static Analysis UX designer has done.
