Why is this change being made?

Adds FE/UX Foundations specialties to job families for Product Designer and Product Design Manager. This specialty is being added as part of our FY21-Q1 UX Great Team OKR: Provide clear career paths for everyone in UX to engage and retain our team.

Adding responsibilities for the Foundations team will give clear guidance to team members on what is expected of them at each career level. The responsibilities directly map to the compa worksheets for product designers.
