DevOpsTools Comparison - Update tool tips

Why is this change being made?

This MR updates the tooltip description when a user hovers over a brand logo to say "Compare 'logo name' to GitLab". Before this change, the tooltip simply said the brand name associated with the logo.

This change is being made to explicitly define what will happen if the user clicks on the logo - they will be taken to a page where the are comparing that tool with GitLab.

This is a MVC change to the DevOps Tools Comparison table.

This change is also part of a larger effort to overhaul the DevOps Tools Comparison table.
