CI/CD engineering organisation changes

Why is this change being made?

The organisation structure in CI/CD is changing to have two senior engineering managers reporting to Christopher. This MR is updating Darby Frey and Daniel Croft's titles, updating reporting structure within CI/CD and, the managers of Package and Release:Release Management groups.
