Workflow for deleting soft-deleted projects on GitLab.com
Why is this change being made?
Deleted projects on GitLab.com are now archived for 7 days before they're deleted permanently. Often, users need projects to be deleted immediately, or there is an issue that prevents the project from being deleted after that period has lapsed.
This MR provides instructions for Support Engineers to immediately delete projects without requiring an SE escalation.
