Move configuration step to the top

Achilleas Pipinellis requested to merge axil/www-gitlab-com:omnibus_readme into master

People do not read the configuration docs. I have seen countless questions in stackoverflow and other places, asking things that are in the readme. Moving this step to the top, below hardware requirements, will hopefully make people more aware of it.
