Suggest shadowing for trainee frontend maintainers

I've found that many engineers are interested in shadowing maintainers while they review MRs. Doing this gives more insight into the process than seeing a maintainer's review after the fact.

So, why don't we suggest this in the trainee maintainer issue template? It's still not a requirement, but just a guideline.
