Add COVID-19 message for candidates to Jobs FAQ

Why is this change being made?

Updating the Jobs FAQ page to add messaging for candidates addressing COVID-19 and impacts to the hiring process. This language matches what we sent out via email last week to candidates in various stages, as well as people who have accepted offers but not yet started.
