Why is this change being made?

This solves one of the concerns expressed in gitlab-org/gitlab#211657 (closed). Namely, the fact that for first-time contributors it's not directly clear that it is a must to publicly fork the repository (see gitlab-org/gitlab!27107 (merged)).
