Expand and clarify our no-single-veto policy

Why is this change being made?

The original language is a little unclear as to how our no-single-veto policy benefits the company, how it fits into our larger process, and the increased expectations placed on hiring managers to value the reasoning and explanations for interviewers feedback. In the interest of "say why, not what", I'm proposing this expansion that I believe captures the original intent and reasoning.
