WIP: Update Code of Conduct page notification obligations

Why is this change being made?

The Current Code of Conduct page has a notification anomaly in that if an investigation is inconclusive or no violation is found, the complainant (if known) is advised, but when a violation is found, they do not. This update recommends that the complainant (if known) gets an update in all three scenarios, and also adds some guidelines about ensuring that notifications are managed in a timely manner.
