Why is this change being made?

There is no single source of truth for what GitLab.com's free licenses allow - it seems spread across these locations and some is missing: https://about.gitlab.com/pricing/ (expandable section "Do you have special pricing for public / open source projects?"), which links to: https://about.gitlab.com/handbook/product/#gitlabcom-subscription-scope-and-tiers

This MR clarifies:

  • Free applies to both User and Group projects that are Public.
  • CI minutes allocation is bronze level (2000).
  • CI minutes allocations are both per-user and per each TOP-LEVEL group (subgroups do not have CI minutes).
  • That open source / education does not have to get a licensed group if existing free account limits are acceptable.

This MR does not clarify (but it needs clarification):

  • If an education license is issued, do projects still need to be public to retain gold benefits
  • If an open source license is issued, do projects still need to be public to retain gold benefits
  • Seems like the open source program page should mention you only need to apply if you want gold benefits for a group - otherwise if a free account / group is sufficient, there is no process required. Without mentioning this qualifier I think some folks may mistakenly take the license process to imply any open source, no matter how small, needs approval.
