Updating how to get access to our FP&A folders for people outside our team

Why is this change being made?

Kenny Johnston asked how to get to the FP&A folder in the finance channel and realized there is no clear process for people outside our team to get access. Also, since budget vs actual models have been updated, the way to update the models have changed as well.

This MR addresses both issues.
