Why is this change being made?

Our existing page was a mish-mash of discussion about high avalability in general with a mixture of specific implementation details. This MR changes the focus to be a high-level description of the entire range of possible GitLab installations from single-node to multi-node to HA to Geo. For technical details it points to our existing documentation at https://docs.gitlab.com/ee/administration/high_availability/
