Make JTBD data flexible and scalable

Why is this change being made?

This merge request intends to make the jtbd overview (!41845 (merged)) data flexible in terms of where you can publish it and scalable in the way that it is maintained.

It intends to create data/jobs_to_be_done.yml file and an example way to publish it to a direction page including being filtered to certain stagegroup.

The output should be a table, similar to what already exists within !41845 (merged)
