Remove MYSQL from solutions/high-availability doc
Why is this change being made?
there's a reference on the solutions/ha page to mysql, which we stopped supporting in 12.0
Have removed it and tidied up so the sentence makes sense for only PostgreSQL.
Also changed PG link from 9.2 to 11.0
It makes sense for new installations to start with 11.x, which started being supported and shipped in Omnibus 12.8, and will be the minimum from 13.0 which is only a couple of months away.
