Update ownership of version app

Overview

The version apps main use case is collecting usage data from GitLab instances, as such, the Telemetry team is a natural fit to manage this application. The longer term plan for the versions application may change once we have a better idea of the scope and direction of the cloud licensing project, however, in the immediate term, Telemetry will take ownership over this application.

This MR updates ownership over the versions app.

• It clarifies the Fulfillment development handbook with ownership over the customers portal and license app.
• It updates the Telemetry development handbook with ownership over the versions app.
