Resolve "Disable highlight-tooltip on handbook for all IE versions (not Edge)"
requested to merge 6701-disable-highlight-tooltip-on-handbook-for-all-ie-versions-not-edge into master
the highlight-tooltip functionality does not work in IE (but it does in Edge). We will just disable it in all IE versions.
