Remove the policy against pet care reimbursement

Why is this change being made?

Our policy against reimbursing for pet care during work travel currently lacks any explanation, and as it currently stands is exclusionary and implicitly discriminatory against those with pets who do not have options for free pet care. It does not align with our values of transparency and inclusion, and makes assumptions (and assertions) about the personal lives of our team members of the kind that we explicitly resist in all other areas.

By making team members pay for pet care themselves during work travel, we are asserting that we do not consider their pets to be a legitimate cost, and that depending on their financial situation (which it is not the company's prerogative to dictate), they have to choose between being fully able to do their job and ensuring their pets are cared for. This can be especially true when we have multiple destination work events in rapid succession.

If a team member is incurring the expense of pet care only because they are traveling for GitLab, then it seems entirely reasonable that GitLab should reimburse that expense as we do with nearly every other expense incurred during work travel.
