Create a JTBD framework page for the CI group

Why is this change being made?

Inspired by gitlab-org/gitlab#197187 (closed) this merge request creates a dedicated page to map out and grade the JTBD's for the CI stage group. See for more info the diff.

This overview will help us mapping out the stagegroup for more effective future planning of improvements
