Suggested response for potential candidates
Why is this change being made?

This is a first iteration related to the discussion in this MR. When potential candidates reach out to GitLab team members directly via LinkedIn or other social sites, we want them to have a suggested response they can use and personalize when they respond (specifically when this is someone they do not know, and therefore would not be referring). This will create consistency in our messaging and also help the team member direct the candidate to apply via our jobs site rather than asking the team member to get involved.

This also adds the new statistics on hiring managers' inMail response rates on LinkedIn, as well as a suggested summary blurb that team members can build from on their LinkedIn profile summary.
