Add clarification to Total Employee Count to include dedicated contractors.

Why is this change being made?

The handbook section that defines Total Employee Count to determine sales segmentation does not have a clear definition of "Employees". The edit adds a clarification that "Dedicated Contractors" do count towards Total Employee Count

Many organizations leverage different employment structures to expand their total workforce, including GitLab. GitLab considers "Team Members" to be employees and contractors. There are many reasons to do this, for example expansion to additional countries, benifetts, and seasonal workforce.

Section 1 of our GitLab Subscription Terms states:

1.1 Subject to the terms and conditions of this Agreement, GitLab hereby grants to Customer and its Affiliates (as defined below) a limited, non-exclusive, non-transferable, non-sublicensable license for Customer’s and its Affiliates’ employees and contractors to (1) internally (a) use, reproduce, modify, prepare derivative works based upon, and display the code of GitLab Enterprise Edition at the tier level selected by Customer (or set forth on a Quote (as defined below)

Because we would be able to capture license revenue from contractors, they should be included in the Total Employee Count definition of an account.
