WIP: Add 50GB total disk space limit to GitLab.com

Related to gitlab-ee#1329

I suggest we communicate 50GB on our website, even though we do plan to grandfather people in up to a certain point which was discussed in the issue above.

PS: I might move that issue to a better place and create a new issue under the **EE ** project for a feature request that can impose total limits automatically.
