Moving Minimal back for Threat Detection

Why is this change being made?

FY2021 budgeting provides limited additional Defend headcount. To reflect the reality of reduced capacity for the fiscal year, Threat Detection (aka IDS/IPS) Minimal maturity is being moved back so focus can be on UEBA and Vulnerability Management.
