Replace Russell with Axil for structural checks of the GitLab 12.9 Release Post

Why is this change being made?

Russell Dickenson was scheduled to do the structural checks for the 12.9 Release Post. As he will be travelling to GitLab Contribute 2020 in the days leading up to the release date, Axil is to take his place. In return, Russell will replace Axil in a future release.
