Why is this change being made?

Updates the issue URL fro Helm chart repository.

Some DevOps tools comparison pages, for example https://about.gitlab.com/devops-tools/jfrog-artifactory-vs-gitlab.html, have "Helm chart repository support >> Supports storage and retrieval of Helm charts. >> View the GitLab issue." linked to gitlab-org/gitlab-foss#35884 (moved) .

gitlab-org/gitlab-foss#35884 (moved) was moved to gitlab-org/gitlab#18997 (closed) and changed the issue title later, but another epic created recently looks better to be linked.

As that page was moved due to Single Codebase to gitlab-org/gitlab, it should be updated to save viewers' time to find the correct issue URL.
