Make Mark and Phil GitLab UI maintainers
Why is this change being made?
This updates the maintainers list for GitLab UI: https://about.gitlab.com/handbook/engineering/projects/#gitlab-ui
- Makes @markrian a GitLab UI maintainer (because !38408 (merged))
- Removes
frontendmention from @iamphill's entry to be consistent with other maintainers
