Shuffle around Support Topics

To keep this less overwhelming, I am not changing much wording, just moving things around. Some wording needs to be changed before I can change that issue.
The goal here is that a SE has one place to look when they want to "Handle Support Tickets in Zendesk" and one place to look when they want to "Administer Zendesk". And one place to look when they want to see a list of those topics.
