WIP:Update Audit Reports direction page

Why is this change being made?

The direction page for Audit Reports needed a minor update to reflect recommendations made in !38656 (comment 272694705). Specifically, this breaks out gitlab-org/gitlab#1449 (closed) as the issue/feature to make Audit Reports minimal maturity and delineates between other, future issues that would promote Audit Reports to viable.
