Why is this change being made?

We recently hit our maturity targets for the Package Registry and Helm Charts. However, we missed our deadline for the dependency proxy.

Updating accordingly. Separately, we will be working to refine our maturity targets in the coming months via JTBD https://gitlab.com/gitlab-org/ci-cd/package-stage/team/issues/25
