Why is this change being made?

We need at minimum 1 SDET per product group to ensure that test automation tooling is adequate.
Based on the above a more realistic ratio would be a 1:8 of SET/SDET to Development engineers.
Adjusted planning for Engineering Productivity to be based on the number of projects.
Based on the above we would ideally need 2 Engineers per project.
