Add `Contributor Experience` group with 2 new categories

This group will focus on improving the developer contribution experience to GitLab. This is inclusive of our whole community, GitLab employees and all of our existing and future contributors.

The Contributor Experience engineering group would be resourced from the Dev section, as a temporary exception to our organizational structure.

We have created two new categories into two groups, as they are somewhat separate concerns, but primarily revolve around the contribution experience to GitLab: standardized UI patterns, core frontend components, and the GDK which handles the backend coordination.
