Move Templates category to Verify:CI
Why is this change being made?
With the planned formation of a dedicated Verify:Templates group focusing in on app frameworks, this MR moves the Templates category away from Manage and into Verify.
Related to #132 (closed) in the Product Scaling Agenda.
