Follow redirects for team members gitlab handles

Why is this change being made?

We have 58 gitlab handles which were renamed and now they result in 302 redirects. Most of them are different only in case, but some are completely different and someone could register a new user using an empty handle.

Also, we have 1 dead link (chsiao).

This change fixes all affected handles.
