Move forking to first step

Move fork to first step as second step, i.e. setting up GDK already has instructions to install the forked project(https://gitlab.com/gitlab-org/gitlab-development-kit/blob/master/doc/set-up-gdk.md#develop-in-your-own-gitlab-fork). It's better to fork the project first and then setup GDK.
