Add group label to release post template

Now that all group:: labels are moved to this project (thanks to #5668 (closed)), we should now mandate their use in release post blocks.

With a growing TW team, the group assignments will be fluctuating over the next few months, and proper labeling will make sure the correct TW for each group reviews their RP blocks.
