Features

Adds /features page.

This page is meant to replace the /gitlab-ce page and possibly the /gitlab-ee page as well.

It is not linked from anywhere yet, as it's quite big and we should have a chance to see whether it can replace other pages. I suggest we deploy it, review it (make necessary changes) and make a direct link in the navigation bar (or from elsewhere).
